Vivenne Cockburn :: Associate Director

Vivienne CockburnVivienne is Financial Director of Caledonian Economics. She is a Chartered Accountant and has an MSc in Local Economic Development.

Vivienne was an Assistant Director with Ernst & Young's Project Finance Department (2001-2004) where she managed their services on Schools PPP Projects. Prior to this she worked with PriceWaterhouseCoopers (1989-2001) within their Project Finance, Management Consultancy and Business Assurance Departments.

Vivienne has ten years experience of advising public sector clients on their PPP projects, as follows:

Schools. Vivienne has advised a wide range of clients on their completed Schools PPP projects including East Renfrewshire Council (Schools PPP1 & PPP2), Stirling Council ( Balfron High School ) and the following Councils on the current round of schools PPPs – North Ayrshire Council, Argyll & Bute Council, Fife Council, Perth & Kinross Council, Angus Council, Dumfries & Galloway Council and Aberdeen Council.

She has also advised a number of Inhouse teams bidding to provide FM services to PPP schools. These include Renfrewshire Council, Highland Council, South Ayrshire Council and the City of Edinburgh Council .

PPPs: Vivienne has advised a range of Procuring Authorities on the development of their Business Cases and their procurements for the provision of capital works. These included Greater Glasgow NHS Board, the Scottish Prison Service and the Scottish Executive/East Renfrewshire Council for the M77/Glasgow Southern Orbital.

Other: Vivienne has provided a range of consultancy advice in a number of areas including advising the Forestry Commission Scotland and the Timber Transport Forum on the development of the Timber Transport Fund and the Scottish Executive on the impact of ISA in salmon fish farming.

Within the tourism and leisure field, Viv has advised Fife Enterprise on the economic impact of Deep Sea World and The Scottish Tourist Board on their Management Review.
