Martin Finnigan
Martin Finnigan

Martin is the Managing Director of Caledonian Economics.  He specialises in advising on capital procurements, options appraisals, payment mechanisms and risk analysis, with a particular focus on accommodation projects. He is leading our advice on the procurement of ten schools for Dumfries & Galloway Council; a project to replace three schools in Moray and on the development of an education and healthcare PPP in Orkney.  He has also recently advised on capital procurements in relation to social work care homes and waste management services for several Scottish Local Authorities.

Victoria Miller
Victoria Miller

Victoria is a Senior Associate in the McGrigors Projects team and has specialised in Facilities Management for the last nine years. She is a member of the British Institute of Facilities Management. She has recently advised the funders on the Facilities Management and Interface issues on the following projects - Newcastle BSF Project; NHS Lift Projects in Sandwell, MaST, Greater Nottingham, Leicester and Southern Derbyshire; various schools projects for authorities such as North Lanarkshire, Highlands, Stirling, Birmingham and Bassetlaw.

She is also providing advice on operational issues such as benchmarking, market testing, variations, lifecycle and disputes arising in established PFI/PPP projects.

   
Vivienne Cockburn
Vivienne Cockburn

Vivienne is a Director of Caledonian Economics who has advised Local Government, NHS bodies and National Agencies on capital procurements since 1995. She recently closed Angus Schools PPP and is leading our advice on Aberdeen Schools NPDO PPP. She has recently completed a study on the payment mechanisms of operational projects for the Scottish Executive and is currently reviewing and updating the Scottish Executive guidance that applies to capital procurements.

Peter Ewart

Peter joined Caledonian Economics as a consultant in 2006. He worked previously with KPMG and Grant Thornton and has been advising on capital procurements since 2002. He is a Chartered Tax Adviser (CTA). He has recently been working on schools projects with Aberdeen City, Dumfries & Galloway and West Dunbartonshire. He has experience across a number of sectors including education, healthcare, accommodation, not-for-profit and waste
