Sandy Rosie

Non-Executive Director

Sandy is a Non-Executive Director with Caledonian Economics. He is an expert in the management of PPP programmes and the delivery of Government objectives. His previous experience and roles include:

  • Scottish Government Director responsible for the Financial Partnerships Unit at the Scottish Government. During this time he managed the delivery of the £2bln Schools Investment Programme; and sat on various Boards overseeing major capital investment, for example the Hub Project Board.
  • extensive knowledge and experience of public sector policy formulation and review, especially in relation to structures, governance, and funding. He has worked with milk producer co-operatives, local authorities, and a number of specialist agencies.
  • Director of Corporate Resources in Historic Scotland where he directed all corporate management issues in the new executive agency - finance, accommodation, procurement, HR, efficiency agenda, and IT through formative processes of business re-engineering and culture change. Led ‘developer partnership’ deal for new HQ. Directed change processes including staff pay and grading; customer care training; design of commercial accounts allied to Government accounting; new HR processes. £30m budget and c. 800 staff.
  • Director of Corporate Planning and Resources, Crown Office/ Procurator Fiscal Service - Member of Management Board. Guided and handled all aspects of corporate management. Chair of ‘Future Office’ Group. Architect of IT modernisation project to replace outmoded working practices. Budget of £50m and c. 1200 staff.
