Martin Finnigan

Martin is Managing Director of Caledonian Economics. He leads our advice in the education and health sectors on the effective delivery of services. He has advised:

  • the public sector on the efficient management of their capital estate and ensuring best value capital procurements.
  • Multiple schools projects including Highland Schools – the first bond funded schools project in Scotland; Dumfries & Galloway Schools project and Angus Schools project.
  • the development of the Orkney Infrastructure Company for Orkney Islands Council and NHS Orkney and is currently advising a number of Authorities on the efficient structuring of their educational estates.
  • advised the New Zealand Government (as part of a strategic alliance with Castalia), on the use of PPP's in the education sector.
  • advised on the development of Schools Estate Plans, including the review of future schools provision.
