Frank Newall

Frank joined our team in 2009. He has a thorough knowledge of the Scottish Education system, having worked in it for over 25 years as a teacher, Education Adviser and Head of Service with West Dunbartonshire Council. A brief summary of his experience as a Head of Service includes:

  • Managing the Quality Development Service and taking forward the Quality Improvement Agenda
  • Re-structuring the Special Needs Support Service
  • Developing, setting up and managing the Early Intervention Initiatives
  • Creating joint working initiative with Social Services to support Looked After and Accommodated Children
  • Authoring and Managing the New Community School Initiative
  • Managing the re-structuring of the Early Years Service to support Early Education and Childcare and opening of a number of new Early Years facilities.

Latterly he managed the council's PPP project to an advanced stage and in that context led a wide ranging council wide consultation exercise.

He was an Adviser to CoSLA, particularly in the area of Special Needs and was a member of the Ministerial Advisory Forum on Special Needs. More recently he worked with the Schools Estate Branch of the Scottish Government on a consultancy basis where he managed the production of the Condition Core Facts Guidance, and authored, after extensive consultation with Local Authorities, the Suitability Core Fact Guidance.
