Martin is Managing Director of Caledonian Economics and has 20 years experience of project management, analysis and strategic market planning. He joined Caledonian Economics as a Director in 2000. He holds a BSc Hons in Engineering Science from Edinburgh University and the ACCA Certified Diploma in Accountancy & Finance.
Martin started his career with Racal Defence Systems (1983-1984) as a Design Engineer and moved to GEC Ferranti (1984-1992) where he held the role of Project Manager, latterly with responsibility for developing the company's commercial diversification plans. His next career move was to Touche Ross Management Consultants (now Deloitte Consulting) in 1992 where worked on various projects at the public-private sector interface in the UK , Eastern Europe and Africa . In 1995 Martin set up Finnigan Consulting, which later merged with Caledonian Economics.
Martin has been advising public sector clients on their PPP projects since the late 1990's. Examples of the sectors and projects Martin has worked on include:
Schools: Martin is currently leading our advice on PPP projects for Highland Council, Angus Council, Orkney Islands Council, Moray Council and Dumfries & Galloway Council. He has also advised Argyll & Bute Council, East Ayrshire Council, East Dunbartonshire Council, Falkirk Council and South Ayrshire Council on the development of their OBCs. He was Director responsible for our recent review of completed education PPP projects within Northern Ireland .
Environment: Martin was involved in the Midlothian Council, Highland Council and Dumfries and Galloway Council's waste management partnerships.
Other: Martin has assisted many other organisations with their strategy development and business planning. These cover a wide range of sectors including tourism, construction, horse bedding, financial services, drinks and education.
