We have advised over half of Scotland’s local authorities and many other public bodies in Scotland on affordability and vfm aspects of capital procurements using revenue-funded and directly-procured structures.
We have a particular strength in projects which use emerging and innovative commercial structures and we were involved in the planning the early schools ‘non profit distributing’ PPP project. We have subsequently provided financial advice to two NPD projects for Aberdeen City Council and Moray Council. We advised Scottish Water on their 'Solutions 2' joint venture procurement and North Lanarkshire Council on the establishment of three joint ventures for the provision of housing, gas and roads maintenance. We also recently advised Orkney Islands Council and NHS Orkney on the creation of a joint procurement vehicle for healthcare and education facilities. Our advice on these projects covers the full spectrum of financial issues including value for money, affordability, accounting and tax.
